  IT Recruitment in the Public and Not-For-Profit sector


 

 

Throughout the Public and Not-For-Profit sector there are a number of different ways in which organisations handle their IT recruitment needs.

Open: -

Organisations with an open policy generally leave IT up to the recruiting managers or the HR Managers to decide upon which method of recruitment they use, be it advertisements, agencies or both. Under this method the managers can negotiate the terms with the agencies on an individual basis and are not signed into using certain agencies for a period of time.

Preferred Supplier List (PSL): -

Organisations which operate PSLs generally have a list of recruitment agencies for each section who have signed a framework agreement to source temporary and sometimes permanent staff for the organisation. This agreement is usually negotiated and signed by procurement. Generally the PSL has a number of preferred agencies who get sent out every vacancy in the area they cover from the organisation and have signed into set fee agreements.

Managed Vendor Agreements: -

Managed Vendor agreements are where an organisation has negotiated an agreement and a set of Service Level Agreements (SLAs) with a 3rd party to handle all their recruitment needs. This agreement can be either a Neutral Vendor agreement or a normal Vendor agreement. In the neutral Vendor agreement the vendor may not supply staff to the organisation, they simply manage all recruitment for the organisation. The Vendor would then hold a tender to select a first and secondary tier of suppliers who will source the staff for the organisation. All suppliers would be signed into a framework agreement including set fees and timescales for every role. The vendor would also provide an online system where all roles, timesheets, invoices and candidate CVs can be submitted to try and help improve the efficiency of the recruitment process.

Outsourced: -

An outsource agreement can cover part or all of an IT department. This is where the organisation decides, at board level, to let another company handle its IT requirements. They sign into an agreement and SLAs with this company who then either TUPE across the organisation’s staff, provide the IT services from a remote location or, generally in smaller organisations, send their own staff onto the organisation’s site. The organisations who sign into these outsourcing agreements would pay this company a fee which would depend on how many of the SLAs they hit during a set period which they agree to. Recruitment for the sections covered by the Outsourcer would be dealt with by them as well as usually removing the organisation’s need to recruit.

3rd Party Vendors: -

This is when the client forgoes the need to recruit staff to provide support or development on certain systems and software by signing into a support contract with the software supplier. This generally happens on niche software products.
